GameCP control panel is down because GameCP staff ended their product and it will not allow it to run anymore. And no, they did not inform anyone beforehand. You can use FTP or play in your server but you can't manage it from GameCP panel.
For months we have been working behind the scenes on a new control panel for Valve games and we are moving all those GameCP services under that new control panel this week. Just stay cool and wait for more information about this and your server.
